What does my Highway Department do? Keep you safe: During the winter, crews are out keeping the roads free of snow. In the spring they work to keep the ditches clean to avoid flooding. During summer and fall you can find them paving, mowing, and trimming brush to keep signs and roads up to par. Road Maintenance: Your Highway Department typically takes care of potholes, ditches, culverts, and bridges. They also clean, sweep, mow, plow, pave, and much more. Liaisons: They work with other government officials to keep your roads safe and determine regulations related to transportation, such as weight limits for trucks, and traffic rules. In an Emergency: Rain or shine, day or night, Highway and DPW crews are ready when an emergency arises. From flooding, to hurricanes, winter storms, and even a traffic accident, they are there to keep roads open and allow EMS, Police, and the Fire Department to get those in need. Overall, the goal of the Highway Department is to create and maintain a safe, efficient, and reliable transportation network to support economic development and improve the quality of life for residents.

Town of Phelps Speed Limit Radar Program If you are interested in having the Town of Phelps place a speed limit radar sign in front of your house, please continue reading: 1) This is not an enforcement activity. The signs will not enforce speeding tickets to be issued. We will share with local law enforcement any patterns that are discovered. 2) This is a monitoring system, allowing the Town to use the data to potentially submit a request to the County/State to lower the speed limit, and to understand the existing traffic patterns. 3) The signs will be in place for 7-10 days, then moved to new areas. 4) At this time, this is only for Town-controlled roads. County Roads will need a permit which we would apply for at the County level, and the sign are not to be used on the State Roads, i.e. Routes 14, 88, 96 and 488. 5) Every area is different, these signs run only on solar power. It will not be possible to place a sign in a heavily shaded area. Please fill out the radar sign placement application if you would like to have the Town evaluate your area for use. The New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos announced the annual statewide ban prohibiting residential brush burning. This year's Burn Ban will run from March 16th through May 14th, 2025. As in years past, there are a few types of fires that are not part of the ban. This includes small cooking fires, small campfires, and some ceremonial fires.

Snowplow Safety Reminders Drivers need room to do their job! When traveling behind a plow, please be patient and leave at least three car lengths of distance between you and the plow. Do not drive directly behind a plow and NEVER pass a plow. Snowplows cannot clear snow effectively if cars are parked on the roadside. If its going to snow on your car, it is going to snow on the road. Park it on your lawn or driveway. Keep your trash bins for pick up back from the road so the plows don't knock them over. Drivers should stay back from intersections when encountering a working plow. Pedestrians! If you see a snowplow, assume that the driver hasn't seen you and move off the sidewalk into a yard where you are clearly visible! Same Team! The New York State Department of Environmental Conservation (DEC) has announced the Establishing Large Forests (ELF) Grant Program, providing $4.5 million to support forest establishment on private lands. This program offers grants from $30,000 to $750,000 for private landowners with 5+ acres of unforested land to aid in site preparation, tree planting, removal of competing vegetation, and deer protection measures. ELF is part of the broader climate resilience initiative under Governor Hochul's "25 million Trees" project and aims to enhance biodiversity, air and water quality, and carbon storage.
